After twenty one years of hearing about one scheme or another (old people's home, coffee house, parking garage, etc.), seeing one set of architect's sketches after another, and then find out about fistfulls of dollars handed out to them from the city or the Feds for some never-hatched "program" -- you'll find it was all a scam. They have collected a whole Easter egg basket of golden eggs from the city goose for those vacant properties. Why stop now? Shiloh's motto: "I have a scheme."
