After twenty one years of hearing about one scheme or another (old people&#039;s home, coffee house, parking garage, etc.), seeing one set of architect&#039;s sketches after another, and then find out about fistfulls of dollars handed out to them from the city or the Feds for some never-hatched &quot;program&quot; -- you&#039;ll find it was all a scam.   They have collected a whole Easter egg basket of golden eggs from the city goose for those vacant properties.  Why stop now?</description>
