How about Officer Cowan who likes to hit people at 7:00 AM in the morning with three tickets for the same violation of being parked in a "rush hour zone" and force you downtown to fight it and get the other two dismissed.
I am talking about 3 $100 tickets all for the same offense, same time on each ticket and ditto.
Cowan is well known for this shit up along Wisconsin Avenue, NW near Glover Park.

most (all?) windshield glass replacement companies will come to YOU now - that is, to an address you specify. so it's not impossible the windshield was replaced in front of Tryst, actually.
