Good posting - especially the part about the decisions having been made ahead of time. Right on the money.

Despite the good insight, I think there needs to be more in-depth reporting on transportation issues. Usually it is so kind of superficial. The reporters need to get inside METRO and get to know the culture and the management decision-making process, and get to know them WELL. Because without that, then journalists and us readers are chasing our tails. We get nowhere. The Post got my notice when they had the guts to say that drivers often piggy back on other buses to cut down on their route time. But overall, the Post's coverage is a B-. CityPaper the same. You got to get inside and match the excellent descriptions of passenger frustration and route slowness and inefficiency with the real story about how decisions are made. Thanks.
