		<description>The engineers in each building do try and do a good job. However, the libraries are used a lot, there is lots of foot traffic. It appears that the administration and some members of the city council would like to provide prime property to developers, as opposed to provided well maintained libraries. This is why the 4 libraries are closed.</description>
