D.C.’s Alcoholic Beverage Regulation Administration has released its investigative report of the assault and ABRA violations that allegedly took place at Tap & Parlour and Bohemian Caverns over the weekend. The report comes before this afternoon’s hearing that may determine whether the establishment can get its liquor license back.

After the alleged second-degree assault took place while the venue was closed early Saturday morning, MPD requested its liquor license be suspended for 96 hours pending an investigation. Yesterday, the ABC board voted unanimously to keep it suspended at least until today’s hearing.

Of the alleged assault, the report says that the complainant and some of her friends visited the bar around 3 a.m., invited by the manager for a private party. They drank downstairs with a small group of club employees until the complainant said she was feeling tired, and went upstairs to sleep on the bar. She was woken by one of the employees having sex with her without her consent.

She and her friends left around 4 a.m., and she called the police not long afterward. When MPD arrived at the venue, they found its main door open and unsecured, but with the deadbolt extended, as though someone had tried to lock the door, but the lock was malfunctioning. No one was inside.
