		<description>Let’s take for example a Bishop Jon Doe.  Before becoming Bishop, Doe and his friend Shmo own ‘Do…Nuts!, which sells coffee and doughnuts to Church.  They mismanage, and ‘Do…Nuts! goes bust.  But since Shmo owns Nuttholes, Doe goes to work for him… still selling coffee and doughnuts to Church.  Then Shmo mismanages Nuttholes, and Doe becomes Bishop of Church.  And as Bishop, Doe’s Church, predictably, suffers from mismanagement.

Enter Catastrophe.  Church&#039;s Congregation urgently, instead of coffee and doughnuts, needs AIR.  Without it, some in the Congregation will suffer and some may even die.

Since Doe and Shmo worked together before, and since Bishop Doe now buys coffee and doughnuts from Shmo for Church, Doe figures, “Shmo can get me AIR… let me call him.”  As Bishop who knows the innards of ‘Do…Nuts! and Nuttholes along with Congregation’s new urgency, should Doe seek a “consultant” that makes AIR instead of coffee and doughnuts?  Could there be an actual or apparent conflict of interest?  Might Shmo have an unfair bidding advantage?  Could Bishop Doe actually or apparently be getting kickbacks for all the coffee, doughnuts, and now AIR that Church buys from Shmo?  Is Doe unfit to be Bishop?  Should Church’s Congregation get rid of him?

Obviously the answers are yes.  After all, Congregation would be foolish to have as Bishop someone who mismanaged ‘Do…Nuts! and is still linked to Nuttholes.  -Especially now, when Catastrophe means that Congregation needs AIR instead of coffee and doughnuts.

Similar to Church, Yele through its funding is quasi-public.  Locke initially established a relationship with Yele by selling them coffee and doughnuts (in this case PR and logistics for citizen development).  And twice he and Ramos have mismanaged.  As Yele’s President, Locke is now in charge of buying for Yele.  So far, he continues to buy from Ramos and The Vox Collective, but Haiti’s need has exploded from lack of citizen development to lack of… AIR.  Absolute Indispensible Relief.  To make matters worse, there have been questions over how Yele provides the coffee and doughnuts.

Yele is on the verge of receiving serious funding.  So what are the issues?  Given the circumstances, should Yele downsize the doughnut maker and hire a consultant experienced in providing AIR?  Since Locke and Ramos worked together, first at ORSA and then at The Vox Collective, does Locke’s current role as Yele President apparently or actually conflict?  Could Ramos and The Vox have an unfair bidding advantage?  Could Locke actually or apparently be on the take?  Is Locke unfit to be Yele’s President and should Yele’s Board vote him out?

Again, the answers should be yes.  And you can bet that status quo at Yele, faced now with the curve ball of learning how to provide AIR instead of coffee and doughnuts, will continue to result in huge inefficiencies.  In fact, further scandal might even cause it to crash and burn.</description>
