D.C. Councilmember Vincent Orange has a dream. No, not the one about being mayor. This dream is about a combination—big breath now—stadium, water park, hotel complex, movie and TV soundstage, movie theater, shopping zone, and PGA-level golf course built on the site of RFK Stadium. It’ll never happen, of course, and just studying the possibility would cost the District $2 million. But Orange is pushing ahead anyway, submitting legislation so specific that it decides whether one of the reformed Xanadu’s restaurants will have a wine bar. (It will.)
