Few dishes have gone from zero to crummy faster than fried calamari. Too many platters brimming with rubbery, overcooked ringlets of squid have come close to ruining this classic appetizer for all of us. Close, but not quite. Capital Grille might be a national chain, but the steakhouse still turns out one terrific plate of fried calamari. Lightly breaded, these squid are sautéed in garlic butter, then tossed with chopped hot peppers and chopped scallions.
